Fred Gerstl, senior communications engineer for Time Warner Cable, knows exactly where every fiber-optic cable in the company’s headend facility leads. The headend originates and communicates television and cable services to Oceanic’s 410,000 subscribers statewide — “So don’t get me mad,” Gerstl jokes.
