Centinel Public Partnerships’ Island Palm Communities (IPC) has named long-term military housing leader Keith Scruggs as project director for one of the company’s largest portfolios. In this role, Scruggs is responsible for overseeing the U.S. Army Hawaii’s housing community of 7,580 homes across seven installations on O’ahu, leading operations, asset management strategy, resident experience initiatives and long-term planning efforts that support thousands of service members and their families. Known for his decades of leadership in military housing, construction and asset management, Scruggs returns to IPC with a strong track record of delivering high-quality communities that enhance quality of life for military families. 

 

Scruggs’ appointment marks a homecoming to IPC, where he previously helped support military housing operations serving service members and their families across O’ahu. He returns with more than 30 years of experience and deep institutional knowledge of military housing, construction and large-scale asset management. Over the past six years, he has held leadership positions at Campbell Crossing, serving first as senior development manager and most recently as project director, where he oversaw military housing operations and long-term community development initiatives. Earlier in his career, Scruggs also helped guide Centinel’s Privatization of Army Lodging (PAL) program, supporting a more than $1 billion nationwide hotel construction and renovation initiative spanning approximately 40 U.S. Army installations. Through these roles, he has played a key part in delivering modernization projects, strengthening portfolio performance, and enhancing the quality of housing and lodging experiences for military communities nationwide. 

 

Scruggs has also previously held leadership roles supporting multiple military housing and installation projects at Fort Greely and Fort Wainwright in Alaska and Fort Campbell in Kentucky, where he gained extensive experience in facilities management, construction oversight and operational execution in complex military environments. Across his career, he has focused on improving quality of life for service members and their families through disciplined asset management, construction excellence and mission-aligned housing operations. 

 

Scruggs holds a degree in construction management and resides at Island Palm Communities at Schofield Barracks, Hawai’i, with his wife, Julie.
