Shaping Hawaii’s Energy Future Today
Meeting Hawaii’s ongoing energy demands is challenging. Par Hawaii meets 70% of the state’s fuel needs and is evolving to meet the clean energy goals of the state. This year, Par Hawaii will begin producing renewable fuels made from sustainable feedstocks to begin displacing a portion of the fuels made with imported crude oil. The refinery will have the capability to produce more than 60 million gallons of renewable fuels a year.
Renewable fuels, made from plant-based oils and other sustainable feedstocks, include sustainable aviation fuel, renewable diesel, and renewable naphtha. These products can be used for electricity generation, ground transportation, the airlines, and marine vessels in the same way as conventional fuels. These “drop-in” fuels do not require any investment in infrastructure by customers, making them easier to seamlessly integrate into existing operations.
Par Hawaii is the first facility in the world to adopt a new technology that pretreats plant and waste oils for conversion into renewable fuels. To achieve this major milestone, the refinery’s team of 300 professionals, including those represented by the United Steelworkers union, are leveraging their refining skills and learning new technology for a clean energy future.
Locally grown oil crops hold great promise for our state. Pono Pacific, the state’s largest land management company, is now growing camelina sativa, an oilseed with a short growing cycle, which can be rotated with food crops to support farmers. Camelina requires low amounts of water, enhances microbial communities, provides food for pollinators, and prevents erosion. The byproducts of camelina oil production can be used as feed for cattle, dairy cows, and chickens, supporting our local, self-sustaining economy.

Jonathan Tseu, Pacific Region Vice President
Jonathan Tseu attributes Hensel Phelps’ continued growth to the dedication of its core values of Ownership, Integrity, Builder, Diversity, and Community. He emphasizes that this commitment to a strong company culture and trusted industry partnerships continues to propel the company forward.
“From our owners to our partners, strong relationships are a key part of our cumulative success,” says Tseu, vice president for the Pacific Region. “Most of our senior leaders have been around for decades.”
Tseu, a long-standing employee himself, has been with Hensel Phelps since 1997. After graduating from the University of Colorado with a master’s degree in civil engineering, he joined the company as a field engineer. His time was divided between Colorado and California as he worked his way up through the ranks, eventually becoming responsible for over $1.3 billion of work, including projects such as the $166 million Hyatt Regency Denver at Colorado Convention Center.
Tseu and his family relocated to Hawai‘i in 2016, where he oversaw the $352 million Mauka Concourse Extension at Daniel K. Inouye International Airport. Tseu currently oversees the management of over 600 employees and operation of 20 projects in Hawai‘i and Guam and is exploring expansion opportunities in Asia and other Pacific islands. Under Tseu’s leadership, the company has recently expanded its relationship with the University of Hawai‘i, working on the $105 million new design-build Manoa Mini Master Plan Phase 2.
“By fostering fair and respectful interactions with employees, clients, and trade partners, and by continually strengthening those relationships, we remain grounded in Hensel Phelps’ core values,” Tseu says. “What’s most satisfying for me is helping our people pursue excellence in everything we do.”
As for family life, Tseu and his wife, Erin, are adjusting to life as recent empty-nesters; the youngest of two boys went off to college last year.
“We love it here and are excited to be sticking around for a long time,” he says. “Hensel Phelps’ first construction job in Hawai‘i was over 30 years ago, and as our region continues to grow, diversify and expand, we’re proud to be a longstanding partner in Hawai‘i’s growth and future.”
